The paper conceptualizes the link between value chain theory and PU focused energy projects. It's main argument is that all PU focused MSME development projects can be interpreted as value chain upgrading attempts. As today’s enterprises, especially those in the agricultural sector, are increasingly exposed to the challenges global economic integration brings along, upgrading opportunities are posed by the market context these enterprises are embedded in. Based on this this rationale, a problem-centred value chain approach is proposed to utilize the power of value chain thinking as a risk-management tool for micro-financed energy projects. A case study of the Philippines illustrates the usability of the method by outlining some risks and opportunities the rice value chain context poses to energy based upgrading attempts of rice farmers.
